This is the EU "Easy Buy" version of the Hamburger Restaurant.
The Easy Buy range was a range of Sylvanian Families with simpler features and sets and were aimed at a slightly younger demographic. 
Often these sets would not be as detailed as the versions in the standard line, but they have their own particular charm.
